This is really neat. This guys films scenes of Sydney Harbor, and then blurs out the foreground and background. The effect is that you feel as if you're watching a scene of miniature models, a lot like the I Spy books we read when we were little.

Indeed this is an effective and cool idea. The distance of the shot combined with the gradient of soft focus/depth of field does really make it feel like it is a small scale model being filmed, instead of the real thing. And the speed increase also helps it feel like an emulation. This is actually a fairly simply effect to create in aftereffects for anyone who wants to do something like this.
