I think it's hopeless. There's no way not to shoot the puppy instantly. I think that is the point. However, if there is a secret to avoiding that fate, I would love to know. Cynical but cute.
i beat it... you just don't move the mouse until the end of each round... even the one with the pop up. it is an in game pop up, it is supposed to trick you. there is also one level that is completely black.

I made it to level three and then an ad came up and I shot the puppy.
